Successful kick-off marks start of MTS implementation in Papua New Guinea

The journey toward modernizing tax administration in Papua New Guinea has officially begun. In collaboration with the Internal Revenue Commission (IRC), Blyce, alongside implementation partners C2D and Clade PNG, launched the first official kick-off sessions for the Multi-Tax System (MTS) implementation.

Held in Port Moresby, the kick-off event exceeded expectations; More than thirty representatives joined, including IRC’s full managing team, demonstrating strong organizational commitment to this transformation.

General Secretary Sam Koi expressed his enthusiasm for the project and his eagerness to see the new system operational as soon as possible: “Yesterday we launched the system. Today we launch our future. This is not just a project, it is a national transformation and a platform which the next generation of tax administration will be built.”

Key themes included advancing toward Tax Administration 3.0, reducing system linkages to improve efficiency, and outlining the implementation methodology.

“This kick-off was more than just a ceremonial start—it lays the foundation for a collaborative, data-driven transformation journey,” said Camilo Carvajal, Blyce representative. “We’re honoured by the confidence the IRC has placed in us and committed to delivering a solution that strengthens public trust and government efficiency.”
