The context

In October 2010, the Netherlands Antilles was dismantled. Bonaire, Saba, and St. Eustatius became special municipalities of the Netherlands, and the old Antillean tax regulations no longer applied. A new tax authority was established: Belastingdienst Caribisch Nederland (B/CN).

To enforce the new tax regime under Dutch constitutional law, B/CN needed an integrated tax administration system that could be operational by January 1st, 2011.

Legislative pressure

New legislation came into force on January 1st, 2011. The system had to be live and operational on that date, with no margin for delay.

Outdated infrastructure

Existing systems posed serious risks to security, continuity, and process efficiency. Backlogs and contaminated data were widespread.

How the project ran:

Blyce delivered the system in six months, despite the legislation being finalized at the last minute. The project required short development cycles and a flexible architecture that could adapt as specifications evolved. Blyce provided the full service stack: research, definition study, system design, application development, testing, management, maintenance, operational support, and training.

Long-term impact

In the years since launch, Blyce has continued to fulfill a linking pin function between business and IT, and between B/CN and other agencies on the BES islands, including local Government, the Public Prosecutor, and the Social Affairs and Labour unit (SZW).
Because of the success of the implementation, the Dutch Tax Administration made the basic functionality of the solution available to other countries in the Kingdom. Other jurisdictions now only need adjustments and extensions, significantly lowering the investment required for a new integrated tax administration system.
 
According to the report Samen verder bouwen (Curconsult, December 2013), residents experienced the Tax Administration as one of the organizations where services were most improved.
