The context
In October 2010, the Netherlands Antilles was dismantled. Bonaire, Saba, and St. Eustatius became special municipalities of the Netherlands, and the old Antillean tax regulations no longer applied. A new tax authority was established: Belastingdienst Caribisch Nederland (B/CN).
To enforce the new tax regime under Dutch constitutional law, B/CN needed an integrated tax administration system that could be operational by January 1st, 2011.
