The context
The IMF reported in 2017 that e-filing rates in the Caribbean remained very low. In Jamaica, e-filing was 16% for VAT and CIT, 14% for PAYE, and 1% for personal income tax. In Barbados, e-filing remained below 30% for income tax. Curaçao’s results stand out against this regional baseline.
In 2012, the Government of Curaçao set out to modernize tax compliance.
The Inspectorate of Taxes was responsible for income tax, turnover tax, wage tax, social security contributions, real estate tax, and profit tax, but compliance was alarmingly low.
For turnover tax in some segments, voluntary compliance was as low as 40%. The paper-based filing process was cumbersome for taxpayers and inefficient for staff.

How adoption was driven:
A tax e-filing system only works if people use it. The IMF’s own analysis points to “insufficient publicity and faulty strategic direction” as the reason most Caribbean countries struggle with adoption.
Curaçao avoided that trap by treating adoption as a deliberate, multi-year program led by the Ministry of Finance and the tax inspectorate, with technical and communication support from Blyce throughout.
