A new partnership. A bigger purpose.
The Government of Palau has selected Blyce to modernize its tax administration. The partnership will support Palau’s tax authority with a modern revenue administration platform, strengthening compliance management, improving operational efficiency, and securing the public revenues that fund hospitals, schools, and infrastructure across the republic.
For Blyce, this partnership extends our work with small island states (SIDS) into the Pacific, and it confirms something we have believed from the start: no country is too small to modernize, and no challenge is too big with the right partner.
Why Palau, and why now
Palau has spent the past few years carrying out one of the most ambitious tax reforms in the Pacific. In 2021, its Congress passed comprehensive reform legislation, and on January 1, 2023 the country replaced its decades-old Gross Revenue Tax with the Palau Goods and Services Tax (PGST), a broad-based 10% tax modeled on international best practice, alongside a new Business Profits Tax.
Reform on paper is only half the work. A modern tax framework demands modern administration: registration, filing, assessment, payment, and compliance processes that keep pace with the legislation they serve. For a tax authority serving a nation of around 18,000 people, that capacity has to be built deliberately. Every staff member, every process, and every system carries more weight than it would in a larger administration.
That is the reality Blyce was built for.
What the partnership delivers
Palau will implement Blyce’s Multi Tax Solution (MTS), a revenue administration platform designed for small state realities. Through this engagement, Palau’s tax authority gains:
Compliance management. Registration, filing, and payment data come together in one environment, so officers can identify non-compliance early and act on it, rather than reconstructing taxpayer histories across disconnected records.
Operational efficiency. Automated workflows reduce manual processing and shorten filing cycles, which matters most in administrations where a small team carries the full national workload.
Revenue assurance. Reliable, auditable collection data gives decision makers a clearer picture of revenue performance, informing budget decisions and strengthening accountability to Congress and the public.

Small states, serious systems
Blyce has spent over 40 years building and running mission critical revenue systems for small island states, from the Caribbean to the Pacific. That experience shapes how we work: we design for administrations where a handful of officials manage the entire national tax base, where institutional knowledge is concentrated in a few people, and where a system failure is not an inconvenience but a fiscal event.
In many of the places we work, access to modern technology is not a given. Bridging that gap is not a side effect of our work. It is the work. Palau’s decision reflects a growing recognition among small state governments that they do not need to accept systems designed for someone else’s scale.
